It all started when Kaguya otsutsuki landed on the Earth. she fell in love with Tenzo and she gave birth to two beautiful boys, elder one is Hogoromo Otsutsuki and the younger one is Hamura Otsutsuki. she is the one who possesses the Byakugan. she is the first kekkai Genkai.
By the genetics of kaguya otsutsuki,Hogoroma otsutsuki awakened sharingan and hamura otsutsuki awakaned Byakugan. while Sharingan. while Sharingan is evolved from one tomoe Sharingan to 3 tomoe Sharingan and Mangekyo Sharingan later he awakened the rinnegan on the other hand hamura's byakugan evolved to Tensaigan. This is where all Dojutsu is created.
The History of all Dojutsu
Boruto is probably having the genes of otsutsuki because of a mixture of Hogoromo and hamura genetics like senzu and Uzumaki clans belong to hogoromo and The mighty Hyuga clan belongs to hamura. Therefore Boruto is related to Kaguya from both sides of his family and therefore possesses the genetics for jougan
We actually saw jougan for the first time in the opening episode of boruto. when boruto is fighting with kawaki. we also saw boruto having the jougan with the very first episode of the series. but, some fans are claiming that toneri has a role to play with respect to the jougan. he played some role that even Urashiki otsutsuki admitted that when he talked to toneri otsutsuki. Toneri is keeping an eye on Boruto. Toneri says in Boruto’s dream that "He’s going to be the star of hope against the destruction that will eventually come to pass and he said boruto eye will guide him the future".
The Jougan, which can be translated as “Pure eye” is a Dojutsu that Boruto possesses. It is a form of Kekkei Genkai and comes from the Otsutsuki clan. Its abilities are only known to the Otsutsuki clan, whose members claim that it is troublesome and inherited.
The writers haven’t given us a lot of information on the Jougan. We know that Boruto possesses the ability and hasn’t fully mastered it yet. The first look we had of the power was a short and quick scene with adult Boruto battling Kawaki. So we know what it’ll look like once it’s completed. Even boruto can't activate jougan by his will sometimes it activates on his own.
Initially, they were focused on giving Boruto an edgy, catchy first look to attract viewers. They hadn’t entirely thought about the markings on his body and the eye powers of Boruto’s Jougan.
Otsutsuki about Jougan
After the battle with momoshiki otsutsuki, he said " can you feel my presence human child. Now i understand that you have strongly inherited the power of otsutsuki however you are still inexperienced, you cannot see through your destiny Those blue eyes of yours take everything from you reflect well upon thy fate as time proceeds in life".
while boruto and shinki battling with urashiki otsutsuki he admitted"well it looks like the jougan and you have troublesome eye boy"
Powers of jougan
From what we have seen until now, though, we can say that the Jougan can see the flow of Chakra, much like the abilities of Sharingan, and sense it. But he can also see the Chakra pathway system, like in the Byakugan. Since Chakra plays such an essential role in the boruto series it will super booster for boruto in terms of power. we can simply say by considering the latest events jougan is the modified version of Byakugan.
jougan gives boruto the ability of speed and power to dodge attacks, we can see that while in the fight against momoshiki and also when Sumire (class rep) and Mitsuki fighting each other he suddenly appears between them with lightning-fast speed.
until now we didn't see any details about the jougan in both manga and anime.
we can say by the ongoing events of boruto, jougan has a big role to play in the future of boruto, it will be the ultimate Dojutsu in both Naruto and boruto. with the Timeskip in Boruto nearing by end of this year or mid-2022.
